What kind of carrier? What a harness is made of and the way it's put together can have a big impact on how you'd attempt to color them.

For appearance's sake, most competitive bands and corps wear their carriers under their uniforms. This way, the color of the whole carrier isn't a big concern. (We usually painted only the portion that sticks out below the jacket.) Bass drums are often an exception since their carriers typically can't be worn under jackets without modifications to the uniform. But since the drum is worn on the upper body, the carrier isn't all that visible anyway.

Be aware that however you color your carriers, it likely won't be anywhere near as durable as the factory finish. And personally, I think that stock carriers in decent shape look a whole lot more professional than scratched-up flaking paint in matching colors.

Dynasty carriers are probably the easiest of the current models to paint. Disassemble them, clean them, and it's pretty much point-n-shoot with flat spray paint. (Like anything you spray paint, use multiple thin coats for best results.) Paint only the white sheet aluminum parts. Don't paint the hardware or j-hooks.

When I marched Dynasty drums in drum corps, we painted the bottom part of the carriers flat black to match our uniforms. Otherwise, the white carriers sticking out from under our jackets really stood out against the black drums and black/blue uniforms. To lessen the amount of scratched and flaking paint to deal with, we left the top half of the carriers white. Nobody would see it when we're in uniform anyway.

The paint job will scratch pretty easily, but that's going to be the case for just about any finish option you apply over the stock powder coat.
