SFZ pretty much hit the nail on the head.
A 2:1 snare-to-tenor ratio is the accepted norm to balance within the battery, although a number of lines have tried different mixes successfully. It depends on what you write and how you want it to be heard.
Agreed on the 2:1 ratio, especially if you have some strong players on the tenor line. I did 3 snares and 2 Tenors one year due to a reduced number of percussion and spent the entire season asking the tenors to back off. It was not that the tenors were overpowering or that the snares were not very good (they used scoops as well). Its just that the tenors projected very well.
