If you're playing at a high school level, I personally prefer just a standard 8th note count off, unless we're playing something like 16th note timing, then I'll subdivide to sixteenth notes for the last couple of counts. At a high school level, if you're playing something other than a standard count off, then it comes off as just an attempt to show off. Granted, there ARE exceptions, I just feel that playing some extravagant count off defeats the purpose behind the count off, which is to establish the tempo to the thing you're about to play. Some people play different count offs to cut the amount of talking before playing, so they won't have to say "Ok guys, now play 16th note accent pattern," then do your count off. I get that, but I can manage that with my guys without making something completely extravagant and distracting.
However, when you hit a high level where it does become more welcomed to be flashy, then I don't have a problem. If you're at that level, then you have the basics down enough to play things well and with good technique. So then, flashy count offs add a little bit of texture, and still should NOT take away from the playing ability. If it gets confusing and can cause dirtiness, it's unnecessary.
That was my little spiel, you're more than welcome to disagree.

Well for a high school line, my personal suggestion would be not to throw anything too outrageous in there. Anything too serious you might want to add in might throw off the base of the music. Which brings up a point that I thought of. What are you tapping off? 8's? A show lick/movement? If it's like a 8's/bucks sort of thing, it would be best to leave those as is. No need to add in chops with what is intended for just a warm up. In the case of a show lick, I would talk to your director or the person who wrote the show.
That is the case of just placing the tap off at least. As far as making a tap off, I would really not "base" it off someone else's work. Not to imply that you will copy and paste anything, but I've found in my personal experiences that whenever I "base" a lick off of someone, it just turns to be a ripped lick with a new title. My personal suggestion would be to sit down and get funky. Go creative on paper, get good themes and ideas for what you want. After getting it all down rep it over and over again! If you tap off, that means every one in your line is depending on you to get it right. That means no over hyping because you haven't used it enough outside of the few times you do use it.
Please however do look into bcaviness's post. Although there might be some things you may not want to hear, there is quite a bit of truth in his post. Also don't forget to have all your beats clean before you start wanting to flair up a tap off. Not implying that you don't clean your beats, but it doesn't hurt to put across good info more than once. No body like dirty licks and a clean tap off. Not trying to be a jerk however in any way sir, just talking from past times of drum with friends.
