Does she say she doesn't practice? She could practice all the time, but still not have the talent, or she isn't practicing right. I have a bass drummer on my line who stinks, he truly does. And by the attitude he gives off, and by the level he is playing, myself and the rest of my posse (the commanders and subcommanders of the line) had come to the conclusion that he doesn't practice, and doesn't care. And then one day I called his house to tell him about a practice and his sister picked up. She started telling me how much he practices and how scared he is that he is going to lose his drum.
Moral: Communication is your best tool. Take her in private and ask her if she needs help. Most people, especially if they are upperclassmen, (I don't know if she is) doesn't want to admit they need help in front of their peers.
All I'm saying is, don't write her off. That's the worse thing you could do. She could have the potential to be the next Jeff Queen, but then she gets kicked off her drum....
If you want her off so badly, make it through a challenge, and not just kicking her off. If she sucks so badly, it should be easy to find a replacement, right?
As for being bossy. Some people are just like that. They like to be in charge. And some people uses criticizing others as a defensive strategy. They take the attention off their playing by putting the spotlight on someone else's.
It all depends on the type of SL you want to be. You can be the kind that just runs the line and could give a flying Monkey Man about the people, or you could focus on the people that make your line. Work in to out. Make your people better as well as your line. Some SL's just want it good as long as they are there. When they leave they can care less if the line goes to pot. Others, myself included, want the line to succeed even after they are gone. If you are the latter in both those instances, do the challenge. Confront her and offer yourself. IF you are the former...what are you wasting time reading this post for? Call her and scream at her. Tell her she sucks and that she will never play bass drum in this town again.

Are there other tenors on the line, or is she the only one? If there are others, pull her out front and ask her to "demonstate" a particularly challenging part of the show to the rest of the tenor line.
"Play this part please. What, you can't? Okay, then try this part. No dice either, eh? Okay, well can you play this? No? Hmmm."
(Chronic_Quad walks by dressed as a janitor)
"Excuse me, Mr. Custodial Engineer, can you come over here for a minute?"
And so the ripping begins.
