It looks to me like the author is trying to show stick heights coming in and out of crescendos/decrescendos. A 'half accent' if you will.

Of course, I could be completely wrong.

As far as that piece of music goes i'd also say it's stick heights since there are bold accents and non bold ones.

In my experience "tenutos" are used in drumline music to represent a very slight accent (maybe 1/4 or your normal difference between tap and accent).

the way we use them is its plus 1/2 a height...so if its 6, then it would be 6+ with the tenuto
