Set goals.
When introducing someone new to cymbals, break down the technique in to various steps (I'm familiar with the 7-step technique of "A, V, Bottom, Top, A, V, Close". You may have a different technique)
Also, if you can, teach the technique with just the hands first. Get their hands used to the motion. Have fun clapping for a good technique instruction and warmup before strapping them on. Make sure you have the new people stretch too. They will get tired EASILY, so keep that in mind as you don't want to push too hard (yet

).
If you do this with the other section leader, make sure you guys are trying to achieve a goal. If you can break up a 1, 2, or 3 hour chunk of practice into smaller chunks, you'll be much better off (Ie: "15 minutes regular crash technique instruction -- no plates. 10 minutes stretching. 15 minutes technique instruction with plates. 30 minutes basic warmup playing. 30 minutes instruction other types of crashes. etc.).
